JG: “Governor Penn, what is the key to governing your colony?”
WP: “Mr. Gillespie, thou asketh a fine question. In my book, No Cross, No Crown, I write. ‘If man is not governed by God, he will be governed by tyrants.'”
William Penn established Pennsylvania on this principle, and it became one of the key colonies fighting for liberty.
