Getting the opportunity to vote while in the military has often been a confusing process and in worse case scenarios, the ballot sometimes arrives after the election, not at all or if individuals are able to vote, their vote doesn’t get counted.
The factors complicating the process are many. Perhaps the biggest issue is the often transient nature of military life that requires that personnel have access to remote registration capability so that an absentee ballot can be requested. In response to these and other concerns, a comprehensive reform to the military voting system called the Military and Overseas Voter Empowerment Act (MOVE Act) was passed in 2009 to give military personnel greater access to voting opportunities and removal of roadblocks like the notarization requirement.
